DECLARATION OF DENUNCIATION AND RETRIEVAL OF USSR OCCUPATION AND ANNECTION AS CONTINUOUS COMMUNISM CRIME Tallinn, 01.02.2008 Through the Wars of Independence during 1918-20 Finland, Estonia, Latvia and Lithuania acieved victory over bolchevik Russia trying to destroy our nations and gained freedom. The rights of independence and integrity of all above mentioned countries was confirmed by Peace Treaty signed with Russia on 1920 with Estonia and Finland – in Tartu, Latvia in Riga and Lithuania in Vilnius. 1939 Stalin and Hitler divided the Europe to the areas of influence. Baltic states, incl. Finland stayed under influence of USSR. Breaking peace treaties, mutual non-agression pacts and international conventions, USSR occupied and annected Estonia, Latvia and Lithuania and attacked Finland, as result of this Finland was forced to yield part of their territory to the agressor. 14.12.1939 USSR was ejected from United Nations due to attack to Finland. 23.07.1940 USA declared non-approval of occupation of Baltic States, declaration stated that people of United States of America will be against all territorial changes which are performed by the stronger country interference to the internal affairs of weaker country, despite of the fact if this is performad by force or threat. 05.09.1940 Winston Churchill declared in the House for the Commons, that British government doesn't approve the territorial changes made during the war, which are not agreed by mutual free will and agreement. 14.08.1941 USA and Great Britain founded Atlantic Harta, which also USSR joined with. This Harta declared the alienated right of all countries and people for freedom and democracy and also declared, that undersigned countries: ... will not aspire expanding their territories and authority; ... will not tolerate the territorial changes which are not accordding to the free will of people living on those territories; ... will respect the right of all nations to choose the governmental regime they want to submit, their good will is that all nations, who were forced to give it up; ... will be returned their sovereignity and elected government. Despite of this harta - Estonia, Latvia and Lithuania was left at the end of the war with Jalta and Teheran agreements to the authority of USSR. Finland was forced to sign Paris Peace Treaty, according to which Finland was declared as guilty of war, was forced to give up part of the territory and pay injustified reparations to Russia. Almost million of Baltic States and Finnish citizens for the sake of survival had to leave their homes and escape. Hundreds of thousands innocent people were killed and deported to Siberia during communist repressions. With the goal of russianizing few millions of russian colonists were brought in to repalce them, breaking Genove's convention. Hoping for the help from western countries the armed freedom war of Baltic States lasted until the mid 1950-ies. The public opinion of the world and international organizations have condemned already the deeds of USSR. 01.08.1975 Helsinki Conference of European Cooperation and Safety final resolution acknowledged, that the borders of post-war Europe countries cannot be changed by violence. USA, Great Britain, France etc western governments declared that they don't acknowledge the occupation of Baltic States by USSR and also the borders changed by abduction. 13.01.1983 European Parliament issued the resolution, which condemned the occupation of Baltic States by USSR. 26.07.1983 The President of USA R. Reagan declared that continuous occupation of Baltic States breaks the international rights, especially the right to self-determination, as it's declared in UN Harta and UN General Assembly following resolutions. January 1987 UN voted for resolution for the protection of human and national rights in Baltic States. Beginning of 1990 - Estonia, Latvia and Lithuania re-established their independence. USSR collapsed, but part of Estonian and Latvian territories are still under Russia's occupation and annection. Also Finland hasnt been returned their areas which were taken away from them. Russia has declared, that they will not approve neither Tartu or Riga's Peace Treaties, the borders marked by these contracts and the legal consistency of Baltic States. At the top of all assures Russia, contorting the historical facts, that Baltic States joined USSR voluntarily. Breaking the 1948's Human Rights Declaration's article No 17, Russia has refused to return the propeties on annected areas to Finnish, Estonian and Latvian citizens and will not approve their inheritance rights. 12.05.2005 European Parliament accepted the resolution about Second World War, which condemned communist occupation in Eastern European countries. 21.05.2005 USA Congress accepted the resolution, which condemned the occupation of Baltic States and demanded Russia acknowledgment of illegal agression and occupation, terror and apologize to Estonia, Latvia and Lithuania. 14.06.2005 In Riga – President Bush promised that such bargains, which were signed by great countries in Jalta, will not be done any more to small countries and in defending their freedom the Baltic States will never be alone any more. 22.07.2005 USA Congress Representative House approved resolution, which challenges Russia to acknowledge the occupation of Baltic States, to apologize and condemn the illegal annection. . 26.01.2006 The Parliamentary Assembly of European Council approved the resolution, which condemned communict crimes performed by totalitar regimes and demanded compensation of the results. The crimes of commmunism has been condemned also by the parliaments of Estonia, Latvia and Lithuania. Based on international conventions, declarations and decisions and also on the fact that Finland was forced to give up their legal borders, that Estonia and Latvia re-established independence by the borders marked by 1920 peace treaties and constitutions, which were approved by all the countries in the world, we declare hereby: continuous occupation and annection of the territories belonging to Estonia, Latvia and Finland (Petseri region, areas behing Narva river; Abrene; Karjala, Salla and Petsamo), based on earlier mentioned decisions, resolutions and international conventions, is timeless communism crime performed by USSR, and compensating all of this is the duty of Russian Federation as the USSR's legal successor. This, more than half a century lasting crime cannot be justified by time. The nations of Estonia, Latvia and Finland have never accepted the injustice made by USSR and demand back their territories legally belonging to these countries. We condemn strictly the pliancy of our governments to the pressure of Russia and the trials of Latvian and Estonian governments to legalize new borders with new constitutional and border agreements. We demand the recall of these illegal agreements. There is no moral, political or legal reason to give up voluntarily your rights. No border change is legal, if this is performed against the free will of participating nation. We invite the State Duma of Russian Federatioon and Government to acknowledge validity of Peace and border Treaties signed in Tartu and Riga on 1920, ocupation and annectoin, to abdicate present agressive politics towards the neighbours, compensate all damages, incl property rights and restore the legal state border of Finland, Estonia and Latvia. Only these actions would establish the strong foundationd for friendly and neighbourly relations. We invite the governments of Finland, Estonia, Latvia and Lithuania, European Union, The Congress of USA, Haagi Tribunal, United Nations and international publicity to stand for international rights, demand the democratic behaviour of Russia and full compensation of damages and injustice done to our nations.
