FINNISH GOVERNMENT MADE A PACT OF "SECURITY ZONE" WITH RUSSIA

Finnish government told in the end of August 2011 about a new-born pact with Russia. This pact finished the bilateral argue about the radio frequencies that had disturbed building of new mobile and broadband infrastructure in Finland. On November 21st the online paper of Finnish Talouselämä published some parts of the pact that the government had not informed about in August.

Minister of Housing and Communications Krista Kiuru from the Social Democratic party promoted the new-born pact as a great victory but did not tell that the pact includes a "security zone" of one hundred kilometers (ca. 62 miles) from the Finnish eastern border to the west. Inside this zone there are many of the significant Finnish cities and about half of the Finnish Lapland.

The most significant limitations are about broadband networks. In the pact Finland has committed not to build new wireless networks in the area of 75 kilometers from the border of Russia.

The pact does not include the "places of radio navigation of the Russian air forces" and the separate notes tell that these might cause problems in using the wireless broadbands even hundred kilometers to the west from the border.

This "security zone" includes ca. 1/3 of the continental Finland. Talouselämä writes that the biggest problems might be caused the "places of radio navigation”. The paper estimates that it might mean the radars of the Russian army air forces.

The former Soviet satellites have affected the most brutal way the Finnish rights during the history. The fact that Finnish government did not inform at all about this part of the pact makes the Finnish-Russian "bilateral friendship" very questionable alike the tendencies of Finnish politicians who signed this pact.
